The benefits of working with small and medium enterprises for public sector buyers

Benefits of working with SMEs public sector

We’re delighted to see that Government Commercial Agency (formerly known as Crown Commercial Service) has recently published a guide for public sector on the benefits of working with small and medium enterprises (SMEs). As an SME who supplies services to the public sector, we welcome these guidelines, which can be read in full HERE

Kate Flaherty, Director of Bids and Public Sector: “As a supplier to Government Commercial Agency (GCA) estate management services, we feel this is a particularly relevant guide. In RM6343 there are 95 suppliers, of which 33 are SME suppliers – including Hartnell Taylor Cook. Contracting with a quality SME business like us means we’re able to work with real agility and flexibility, offering a personal, customer‑focused service that’s shaped around the changing needs of our Public Sector clients.”

The guide highlights the important role that SMEs play in delivering innovation, flexibility and value for money across public sector projects. It recognises that smaller organisations are often able to respond more quickly to changing requirements, provide specialist expertise and deliver tailored solutions that meet the specific needs of public sector bodies. Encouraging greater SME participation also helps to create a more diverse and competitive supplier base, which in turn supports better outcomes for taxpayers.

It also sets out practical considerations for public sector buyers, including how to engage SMEs more effectively through procurement processes, reduce barriers to entry and ensure fair access to opportunities. By simplifying procurement routes and promoting transparency, the guidance aims to make it easier for SMEs to contribute to public sector delivery, while helping organisations achieve stronger commercial results.

At Hartnell Taylor Cook, we are proud to support public sector organisations across a wide range of property and asset management requirements. Our recent reappointment to Government Central Agency’s (previously Crown Commercial Service) Estate Management Services RM6343 2 Framework reflects the depth of our expertise and our ongoing commitment to the sector. We have been named as a supplier across five lots: Lot 1Total Estate Management; Lot 2 Estate Management; Lot 3 Agency and Lease Management; Lot 4 Surveying and Strategic Advice; and Lot 6 Business Rating Services. These lots enable public sector clients to access our services quickly and efficiently.

As a supplier, we provide strategic oversight of property portfolios, day-to-day estate management, expert agency and lease advice, and specialist business rates support. We also deliver professional surveying services, valuations and strategic property advice to help organisations make informed decisions about their estates. Our experience working with central government, local authorities, the NHS and other public bodies means we understand the unique challenges faced by the sector and the importance of delivering value for money.

As procurement guidance continues to evolve, we remain committed to supporting public sector clients with responsive, high quality services that align with best practice and deliver measurable outcomes.
